Rand Olsen, Zack Webster, and Scott Daniels met in the early 90’s where their friendships coupled with their work ethic forged a desire to start a construction business.
They have remained friends and business partners since they started working together.
Rand Olsen is one of the three founding partners of Halo Development Inc. During his junior and senior years at Flagstaff High School, Rand took vocational carpentry classes where the class built a home each year from foundation to roofing. These classes solidified the love of building, seeing progress, and developing a craftsmanship that have lasted throughout his career.
While attending pre-med classes at Arizona State University, he continued to work in the construction industry on a framing crew. It was there that he made the decision to stay in the construction field and has worked consistently since 1989 in the building industry.
What drives Rand most in his work is the daily progress he sees on a job site, knowing that every step brings a homeowner closer to seeing their vision become reality. With a reputation for professionalism and a dedication to quality, Rand continues to lead Halo Development Inc. with the same passion and integrity that have shaped his distinguished career.
Outside of work, Rand enjoys spending quality time with his family and pursuing his love for outdoor activities. Whether mountain biking or dirt biking, he finds balance and inspiration in nature and the thrill of adventure.
Scott Daniels is a highly skilled carpenter with a career that began in 1994. As one of the three founders of Halo Development, Inc., and later, HD Carpentry, Scott has been instrumental in shaping the company’s reputation for craftsmanship and quality. His hands-on expertise and leadership in the field of custom home building have helped establish Halo Development as a trusted name in the industry.
What Scott loves most about carpentry is the sense of accomplishment it brings. As a naturally "hands-on" person, he thrives in an environment where he can see tangible results. He finds satisfaction in watching a project evolve from a simple concrete slab to the "bones" of a real house in just a few weeks. Though carpentry can be difficult work, Scott enjoys the physicality of it, noting that the strenuous effort is a great way to release any aggression and stay grounded.
Outside of his professional life, Scott enjoys spending time with his family, attending ASU football games (or any live football, really), and recently discovering a therapeutic passion for detailing and cleaning cars.

Zack Webster is a seasoned professional with a career in homebuilding that began in 1994. As one of the three founders of Halo Development, Inc., Zack brings a wealth of knowledge and expertise to the custom home building process. Specializing in project management, he takes great pride in overseeing each project from start to finish, ensuring that every detail aligns with the homeowner's vision and expectations.
For Zack, the best part of being a homebuilder is the profound sense of fulfillment that comes from transforming a vision into reality. He finds it incredibly rewarding to watch a project evolve from the initial blueprints to a finished home where families will create lasting memories. To Zack, every project represents more than just a structure—it’s a unique story for its occupants.
Outside of work, Zack is a dedicated family man with five children. He cherishes spending quality time with his family, whether it’s visiting the mountains, enjoying time at the beach, or attending local sporting events to cheer on their favorite teams. These moments are what he looks forward to most and are a constant reminder of what truly matters in life.

Scott Annis joined Halo Development Inc. in June of 2015 as a Superintendent, bringing with him a strong work ethic and a dedication to excellence that has made him an invaluable member of the team. Known for his loyalty and hardworking nature, Scott ensures that every project runs smoothly, from the initial planning stages to the final touches, always with a focus on delivering the highest quality homes for clients.
What Scott loves most about custom home building is witnessing the transformation of a project as it evolves from initial plans into a completed home. He takes immense pride in turning his clients’ visions into reality, knowing that each home represents not just a structure, but a place where families will make lasting memories.
Outside of work, Scott enjoys spending time outdoors, hunting, and creating cherished moments with his family. His love for the outdoors and his commitment to his work are at the heart of everything he does, both on and off the job site.
Kaylyn Wheatley is the Office Manager at Halo Development Inc., bringing a diverse skill set and a strong background in commercial and roadway construction. She started with Halo in May of 2023, initially serving as Lead Estimator and Social Media Manager. Kaylyn’s expertise in both the operational and creative sides of the business allows her to bring valuable insights into the smooth running of the company’s day-to-day activities.
Kaylyn has a true passion for processes, organization, and implementing best practices to ensure everything runs efficiently. While she excels in operational management, she particularly enjoys the creative side of her role, where she manages and runs social media content and accounts. She finds great satisfaction in connecting with clients and sharing the journey of their dream homes, as well as facilitating communication between clients and Project Managers as they bring these homes to life.
Outside of work, Kaylyn enjoys spending quality time with her husband and two young boys. Whether it's visiting her husband at the fire station or enjoying a stroll around Target, she cherishes the moments spent with her family and continues to bring the same level of care and dedication to her work at Halo Development.
